Rachel Leggett and Associates’ knowledge of neighbourhood planning is second to none. Using their knowledge, they were able to guide the Newton Flotman Neighbourhood Plan Steering Group through the process of creating a plan efficiently and effectively. Rachel and her colleagues kept the group on track guiding them through all stages of the process and keeping them to task and on the timescale that had been created at the start.

 

The result was a Neighbourhood Plan that was completed on time, received 93% positive response in the referendum in September 2025 and received commendation from the Independent Examiner Derek Stebbing as noted below:

 

“It is clear that the Newton Flotman Neighbourhood Plan is the product of much hard work undertaken since 2023 by the Parish Council, its Neighbourhood Plan Steering Group and the many individuals and stakeholders who have contributed to the preparation and development of the Plan. In comparison to many neighbourhood plans I have examined, the relatively short timeframe for its production is particular notable and I commend all those involved in getting the Plan to this advanced stage at such pace."
